How to Get a Social Security Number
Background:
The Enumeration Beyond Entry (EBE) program is a collaborative initiative between the Social Security Administration (SSA), U.S. Citizenship and Immigration Services (USCIS), and the Department of Homeland Security (DHS). It was designed to allow certain noncitizens and new citizens to request a Social Security Number (SSN) or a replacement SSN card directly through their immigration forms (like the I-765 for Employment Authorization, I-485 for Adjustment of Status, or N-400 for Naturalization), without needing a separate in-person visit to an SSA office.
2025 Policy Change:
As of March 19, 2025, SSA paused major components of the EBE program for at least 90 days while conducting a policy review. The SSA has not guaranteed the program’s reinstatement after this review.
Who is affected: New work-authorized immigrants (EAD holders), naturalized citizens, and others who previously relied on EBE must now apply for an SSN in person at an SSA office.
Exception: The SSA continues to process EBE for adjustment of status applicants on Form I-485, and requests submitted before March 18, 2025, may still be processed automatically.
How to Apply for a SSN and obtain a Social Security Card:
Schedule an appointment at your local SSA office: https://secure.ssa.gov/ossnap/public/landingOSsnap
Bring the following with you to your appointment:
Your EAD
Passport or Birth Certificate
Proof of Address (a utility bill in your name, lease, etc.)
After the appointment, they will mail the SSN to you within a few weeks.
